CET Improves Traffic Incident Management with Computer-Aided Dispatch

With an old dispatch system unable to keep up with the growing requirements, CET deployed a computer-aided dispatch system to geo-reference incidents, support field agents, automate complex workflows, and improve response times.

 

The Challenge

São Paulo’s Traffic Engineering Company (CET) is tasked with responding to more than 13,000 traffic incidents each day. However, CET’s in-house dispatch system only registered 1,200 daily incidents. With 700 field agents per shift responding to accidents, enforcing parking laws, and performing other duties, CET had no map-based resource management capabilities or visibility to agents. Delivering incident reports time took days and were paper-based.

With an old dispatch system unable to keep pace with the growing requirements of a major urban traffic network, CET needed an incident management and dispatch solution to improve its planning, operations, and data analysis capabilities.The company wanted a new system that would improve response times by geo-referencing information, seamlessly share incident data with field agents, automate complex workflows, and integrate with existing systems.


The Solution

CET selected Hexagon Safety & Infrastructure to deploy an incident management and dispatch response solution – a system that would share information between communication center operators and field agents in real time.

Powered by Hexagon’s industry-leading Intergraph Computer-Aided Dispatch (I/CAD) system, CET dispatchers can visualize traffic incidents on a map using geo-referencing, making resource management more efficient. Through the I/NetDispatcher web component, incident data is available to 15 additional CET facilities across the city, which makes the reporting of traffic accidents and other issues easily manageable. The solution has improved operations. For example, the time required to repair a traffic light has decreased from hours to a few minutes.

With geospatial analysis tools, CET has been able to unlock and analyze various datasets. Thermal reports and geo-referenced reports of occurrences and team activities allow more qualitative analysis of services provided. The systematic organization of high volumes of data and production of geo-referenced reports gives CET the ability to plan future actions. With the help of the I/CAD system, CET is working to improve traffic management and leverage smart city technologies to create an integrated network of traffic lights, cameras, sensors, traffic signage, and more.
